The Orchard Hills Master Plan is located in the City of Eloy in Pinal County.

The Master Plan is located along the proposed future North-South freeway alignment, which is planned to connect Interstate 10 (I-10) to Loop 202 in southeast Phoenix. I-10 is the main freeway connecting Phoenix and Tucson to the southeast. Loop 202 connects Phoenix to the cities of Mesa, Chandler and Gilbert.

The Master Plan holds approved Planned Area Development Zoning for approximately 214 acres of various single-family residential units, 23 acres of high density residential, and 57 acres of commercial.
